Lilliam Martínez Artica
Lilliam Martínez Artica is one of Honduras’s most experienced civil engineering and infrastructure leaders, with a career spanning more than four decades across public works, private development, consulting, project management and business leadership. Trained as a civil engineer at the National Autonomous University of Honduras and registered with the Honduran College of Civil Engineers, she has built her career from the technical foundations of water, sanitation, drainage and hydraulic infrastructure into a broad executive portfolio covering urban development, roads, bridges, industrial infrastructure, construction supervision, valuation and multidisciplinary project management.
Today she is Founder and General Manager of Ingeniería Total Integrada, S.A. de C.V. (INGETISA), where she leads the firm’s strategic, technical and administrative direction, and brings to every assignment the perspective of an engineer who understands infrastructure from design through execution, supervision, control and long-term institutional responsibility.
Professional Standing
Martínez has founded and led engineering organizations, directed complex consulting and infrastructure assignments, managed multidisciplinary teams, and served public institutions, private developers, financial stakeholders and communities throughout Honduras.
Her influence extends to the country’s professional engineering community. She currently serves as President of the Tribunal of Honor of the Honduran College of Civil Engineers, a role that reflects the trust placed in her professional judgment, ethics and leadership. Technical Foundation
Martínez began her career in water resources and public infrastructure, working on the design of water-supply systems in cooperation with SANAA, the Swiss Government and AID, and later serving as Head of Civil Works for irrigation and major and minor drainage systems within the Honduran Ministry of Natural Resources.
These early assignments provided a rigorous grounding in hydraulics, sanitation, rural infrastructure and construction, and in the relationship between engineering solutions and community needs. That experience became the foundation for a career that would expand into larger and more complex infrastructure systems while preserving a practical, field-oriented understanding of how engineering decisions affect people, budgets, schedules and long-term asset performance.
Urban and Industrial Infrastructure
As her career evolved, Martínez moved into the design, development and supervision of major urban and residential infrastructure, integrating roadway networks, potable-water systems, sanitary sewerage, stormwater drainage, bridges, treatment solutions and related civil works. Her portfolio later expanded to industrial parks, highway access projects, public and private buildings, structural works and broader master-planning assignments.
That breadth is a defining characteristic of her profile. Rather than developing within a single specialty, she built the ability to understand the interdependence of transportation, hydraulics, sanitation, structures, urban development, environmental considerations, constructability and cost, allowing her to approach projects as integrated infrastructure programs rather than isolated technical components.
Building Engineering Institutions
Entrepreneurship and institution-building have been central to her trajectory. She co-founded and led Ingeniería Murillo Martínez, assuming technical, administrative and project-management responsibility for consulting, design, construction and supervision assignments over many years.
In 2012 she founded INGETISA, continuing that professional legacy in a new organization designed to provide integrated engineering and consulting services. As General Manager and Project Manager she is responsible not only for technical oversight but for strategic direction, quality, administrative control, financial discipline, client commitments and the coordinated performance of professional teams.
Transportation and Public Works
A substantial portion of Martínez’s career has been devoted to transportation and public infrastructure. She has directed and supervised projects involving paved and unpaved road networks, hydraulic-concrete pavement, roadway rehabilitation, periodic and routine maintenance, bridges, culverts, drainage works and emergency interventions following severe weather events.
Her responsibilities in these assignments have included technical and administrative coordination, review of construction programs, verification of contractor compliance, control of quantities and costs, review and approval of technical reports, quality assurance and oversight of delivery against contract requirements. Her project history demonstrates an ability to move between engineering detail and executive control, holding quality, cost, schedule, risk and institutional accountability in view at the same time.
Teaching
For approximately a decade Martínez served as an instructor in the Civil Engineering School of the National University of Honduras, teaching hydraulics, urban planning, statics, analytical geometry and introductory civil engineering. Teaching future engineers added another dimension to her leadership style, one centered on technical rigor, knowledge transfer, disciplined reasoning and the development of professional judgment in others.
