Jeff Don
CEO and President

Jeffrey J. Don is the founder and Chief Executive Officer of C3 International, with more than four decades of experience spanning international business, law, finance, technology, strategic consulting and complex project development.

His career began in 1980 with a law practice focused on Pacific Rim business. In the mid-1980s he served in the lead legal role in a major debt restructuring and refinancing of a Hong Kong-based international textile enterprise, creating a structure through which the operating companies could continue at a time when Hong Kong insolvency law principally contemplated liquidation.

In 1997 he founded Telecom Sino Group and became one of the principal architects of Verizon’s China market-entry strategy, internally known as Project Crest. The project integrated U.S. telecommunications and computer technology with Chinese participants and involved approximately $120 million in financing.

Since 2016 he has applied that approach to infrastructure and development opportunities in the Americas, including a proposed Honduran transoceanic transportation corridor.

Thompson Lui
CFO

Thompson Lui has spent the past 25 years working for and growing some of the world's largest financial services companies, including Wells Fargo Bank and GMAC. With each institution, he obtained significant sales growth in the five Asia Pacific (APAC) countries, and managed HR, finance, legal, and sales efforts.

Thompson has successfully secured project financing through many regional and international development banks such as ICC, IFC, and ADB as well as others. He brings extensive experience in banking compliance as well as in risk understanding and mitigation especially in supply chain finance and factoring.

He is fluent in English and Chinese, allowing his long-term banking experience to bridge the gap between how the east and west think and operate.

Gerardo Murillo
Central America Representative

Gerardo Murillo is a senior infrastructure strategist and civil engineer with more than two decades of leadership across port modernization, national logistics systems and public-sector project development in Central America.

He previously served as General Manager of the National Port Authority of Honduras, overseeing national port operations, modernization initiatives, maritime logistics and public-private partnership frameworks for port development.

As C3’s Central America Representative he supports alignment with ministries and port authorities across Honduras, Guatemala, El Salvador and the wider regional corridor.

J. Scott Fenwick
Chief Operating Officer

J. Scott Fenwick is a developer and builder with more than four decades of experience in land development, construction and alternative building methods across Idaho and Oregon.

His work has centered on environmentally conscious construction, including an off-grid subdivision using solar power and recycled materials, rammed earth homes built from discarded tires, and a joint venture with Idaho Power Company on Idaho’s first off-grid solar project.

He is currently involved in subdivision development, international energy projects, real estate management and construction at local and international levels.

Nick Patz
Environmental, Waste & Energy Director

Nick Patz brings approximately four decades of environmental consulting and project-management experience to C3's infrastructure-development activities. His work has included environmental due diligence, contaminated-property assessment, municipal and industrial waste management, waste-to-energy and resource recovery, technology evaluation, wastewater and infrastructure projects, feasibility analysis and environmental risk management.

His international experience includes environmental, waste, energy and infrastructure initiatives in the Middle East, Latin America and Africa. His work in the United States has included environmental assessment and advisory services for commercial, industrial, governmental and real-estate projects.
